It's nothing really, it's just all effects done by a video software and a bunch of actors. Simply, it's called the Muzzle Flash effect. It was used in many areas, such as movies like Paranormal Activity, Grave Encounters, Harry Potter, etc.

It's done by playing with frame rate in the video and masking over layers + adding flashes dependently on the colors of the videos color correction.

Fake, no doubt.

//EDIT: To open your minds, do you think a real CCTV surveillance camera would be looking like THAT simple? Look at some CCTV tapes and you will know.
