| You should just get your members first before even paying anything...start a clan(Get members) and just join the same team and fight as a group. Then when you are good and ready,pay the 25$ and get your group scripted in.
At least thats what I would do If I was starting a new clan....
Goto the san andreas forums and make a topic in "everything and nothing" saying you are looking for people to join your dm clan...guarantee you will find a few ppl..then give them the servers IP and you are ready to start killing with your group. | |

| There is no rule for creating a clan they must pay. its for the separate team in the game .like Z3 Got a team | |

| i have not seen anywhere that we have to pay for starting a clan if you think i will pay for my clan than you are absolutely wrong
