I think you need to donate some money for the server in order to create a team/gang/clan of your own. I am not sure though, wait for others to give you the full answer.

I just talked with [BR]Faqahat the Owner of this Server. He said it starts by 25£ per month. For a custom base map, more skins, more weapon ammo, more weapons and other things it charges more.
